ACCA 2012/04 Access Changes to the Sea Cargo Manifest List Screen
In April 2006 the Australian Customs and Border Protection Service implemented the Sea Cargo Manifest List Screen in the ICS. This screen allows users to self diagnose the linking of all documents connected with the clearance of their cargo. As part of strengthening controls in the import environment, Customs and Border Protection will restrict access to the Status screens to only those who have a direct and legitimate interest in the import cargo in question.

Changes to Article 3 of ANZCERTA commenced on
30 April 2012
As foreshadowed in Australian Customs and Border Protection Notice No. 2012/24, Customs and Border Protection advises that the changes to Article 3 of the Australia – New Zealand Closer Economic Relations Trade Agreement (ANZCERTA) have commenced on 30 April 2012. Please note that the changes do not affect the codes for claiming ANZCERTA preferential tariff treatment in the Integrated Cargo System. For further information on the changes please refer to the notice.

Customs Broker Licence Renewals
Customs broker licences are due for renewal on 1 July 2012. In the first week of April 2012, a renewal package will be posted to all currently licensed Customs brokers. Brokers are to ensure that contact details listed in the ICS are up to date.
Licences that are not renewed by close of business on 29 June 2012 will expire on 30 June 2012.

Internet Explorer 9 (IE9) and the Integrated Cargo System (ICS)
At present Customs and Border Protection does not support IE9 for use with the ICS. Testing of IE9 has indicated there are a number of issues with ICS compatibility. Further work will continue in order to resolve the issues that have been identified to date. It is expected that these issues will be resolved in March 2012.

ACCA 2012/03 - New Contact Details for Direct Debit Requests and ICS EFT client authorisation function
The processing function of Direct Debit Requests (B320) and ICS EFT client authorisation (B322) within the ICS have been transferred from the Customs Information & Support Centre to the Client Services NSW (CHSIA). Contact details and email addresses have changed.

ACCA 2012/02 - Changes to administering low value end-use Securities
As advised in ACCA 2012/01, Customs and Border Protection conducted a review of the efficiency and effectiveness of current practices in administering securities. Combined with the approach outlined in ACCA 2012/01 the treatment of low value end-use securities in the ICS has changed.

ACCA 2012/01 - A Risk Based Approach to administering Securities
As part of its business improvement activities, Customs and Border Protection conducted a review of the efficiency and effectiveness of current practices in administering securities. Key recommendations arising from that review will soon be implemented including adopting a risk based approach to the administration of the securities function and centralise the securities functions in one region.
With this change a tolerance level to securities aligned to Treatment Codes 351, 352 and/or 354 will be applied meaning those goods subject to security that fall under the tolerance amount ($50,000) may not have to apply for a security identifier.

Tighter controls on weapons imports
On 13 December 2011, the Minister for Home Affairs announced that import controls on weapons would be tighter from 14 December 2011.
From 14 December 2011, more stringent import controls on non-firearm weapons will be applicable - as per the Minister's election commitment.
If you are an importer of non-firearm weapons, these changes will effect you. You can find more information here.
Wildlife (PWS) Export Permit Procedures
All goods, regardless of value, that require a wildlife permit for export must be reported to the Australian Customs and Border Protection Service on an export declaration prior to being loaded or exported (this includes items being exported via mail).

ACCA 2011/13 - Reminder of Industry obligations
Customs and Border Protection would like to remind Industry of their obligations in relation to Idle and Revoked Export Declaration Numbers (EDN) and Consolidated Reference Numbers (CRN) and Unfinalised Import Declarations. This ACCA provides details of these obligations.

Clients with specific digital certificate questions are required to complete the Digital Certificate Enquiry form.
